Client was searched and had marijuana and a pipe in his pocket. Client tested .231 on a portable breath test. Client refused testing of his blood, breath, or urine. Client was cited for OVI, DUS, Driving under a Refusal Suspension, and Fictitious Plates. Client also cited Possession of Drugs and Possession of Drug Paraphernalia. Client had a pending OVI charge in another jurisdiction. Client also had a prior OVI conviction.
